VPU enters the back half of August in an unusual position for a defensive utility ETF: the short squeeze pressure that gripped the fund through mid-July has almost entirely unwound, leaving the lending market flush with available shares while options traders edge mildly more cautious.
The most striking feature of the past month is how dramatically the borrow picture has reversed. Through the first half of July, availability had tightened to its tightest point of the year — dropping to roughly 110% on July 15, meaning barely one share was available for every share already borrowed, and the short score briefly climbed toward 37. That squeeze-like dynamic has now collapsed. Availability has surged to over 4,200% — more than forty shares available for every one borrowed — with shares-on-loan falling from a July peak of around 322,000 to roughly 93,500. Cost to borrow, which topped 1.6% in early July, has drifted back to around 1.1%. The borrow market has gone from tight to abundantly loose in just five weeks.
Short interest itself peaked and unwound in the same pattern. Reported shares short more than tripled between late July and mid-July before collapsing through August. The current weekly reading shows a 62% jump in estimated shorts, but that figure flatters to deceive — the absolute level is tiny for a fund of this size, and the one-month change is down nearly 70%. The ORTEX short score, a composite of lending-market signals, has settled at 26.9, down from a local high near 37 on August 11. There is no meaningful short pressure here right now. The story is that the pressure existed, peaked, and has since dissipated.
Options positioning tells a slightly different story — though not a dramatic one. The put/call ratio has nudged higher this week to 0.69, roughly one standard deviation above its 20-day average of 0.65. That is the highest PCR reading in about a month, sitting closer to the 52-week high of 0.76 than the low of 0.09. The directional lean is mildly defensive — consistent with the fund's role as a classic risk-off destination — but the z-score of 1.1 is nowhere near the kind of extreme that signals genuine stress. Holders appear to be trimming risk at the margin, not rushing for cover.
The institutional holder base reinforces the fund's character as a steady-money vehicle. LPL Financial and Northwestern Mutual lead the top holders, collectively owning roughly 2.6% of shares. Several mid-sized advisory firms added modestly through the June quarter. The most recent quarterly dividend came in at $1.30 per share, up from $1.28 in the prior quarter — a small but consistent step-up that keeps the income case intact for the wealth-management buyers who dominate the register.
The price itself has been unremarkable. VPU closed at $190.24, up 0.7% on the week but down about 2.5% over the past month. That gentle drift lower is worth watching in context: utilities tend to underperform when the rate outlook firms, and a fund that spent mid-July seeing its borrow pool tighten sharply — suggesting someone making a directional bet — has now seen that trade completely abandoned. Whether the next catalyst is a Fed signal, a sector rotation, or simply the ETF reverting to its quiet defensive role is the question the next few weeks will answer.
