Cloudflare heads into its November 5 earnings date with the stock up 27% over the past month, analyst targets rising, and short sellers showing no sign of conviction.
The most notable move this week came from the analyst community. BTIG raised its price target to $413 from $382 on October 6, maintaining a Buy rating, the freshest in a string of upward revisions that followed August's strong Q2 print. After that result, Citigroup lifted its target to $400 from $265, Scotiabank moved to $390 from $300, and TD Cowen raised to $355 from $300. The direction of travel is clear: bulls are recalibrating higher. A minority remains cautious. UBS and Susquehanna kept Neutral ratings while raising targets to $350 and $300 respectively, and Bernstein held at Market Perform with a $181 target that sits well below the current price of $355.01, suggesting a more sceptical view of the valuation. The consensus mean target is $339.70, which is now slightly below where the stock trades, reflecting how far the price has run since most targets were set.
Positioning in the lending market tells a relaxed story. Short interest is modest at 2.4% of the free float, roughly 7.6 million shares, and has been essentially flat over the past month. Borrow availability is extraordinarily loose at nearly 10,000% of short interest, meaning lenders hold roughly 319 million shares available to borrow against the 7.6 million currently out on loan. Borrowing costs remain negligible at 0.36% annually, up about 22% on the week but from a very low base. The ORTEX short score of 31.6 is stable and well within normal ranges. None of this points to meaningful short pressure. Options traders are also not showing unusual defensiveness: the put/call ratio of 0.62 is slightly below its 20-day average of 0.65, and roughly 0.85 standard deviations below the mean, indicating that call buyers rather than put buyers have been driving options flow this week. Close peer OKTA gained 6.7% on the week while MDB added 7.0%, suggesting the broader space saw healthy demand. TWLO was the notable exception, falling 3.6% over the same period.
The bull and bear cases have sharpened since the August print. Bulls point to $696 million in Q2 revenue, up 36% year-on-year, a 73.1% gross margin, net dollar retention of 120%, and 7.4 million developers on Workers, a metric that underpins the AI platform narrative around Cloudflare OS v2. Bears flag that operating cash flow of $118 million and free cash flow of just $56 million remain thin relative to the company's scale, that calculated billings of $754 million came in below some expectations, and that roughly half of revenue originates outside the United States. Valuation is stretched by any conventional measure: the price-to-earnings multiple is near 225x on trailing figures and the EV/EBITDA ratio is around 141x, though both have drifted down over the past 30 days as earnings have grown faster than the share price until the recent re-rating. The EPS momentum factor ranks in the 78th percentile on a 90-day basis, and forward EPS growth ranks in the 75th percentile, which at least confirms that estimates are still moving in the right direction.
Insider activity is worth noting but is not alarming. Over the past 90 days, insiders net-sold around 140,000 shares for approximately $40 million in value. CFO Thomas Seifert sold roughly 8,200 shares across several tranches on September 17 at prices between $319 and $354, and Director Carl Ledbetter sold 5,000 shares on September 22 at around $353. All disclosed sales were made under pre-arranged 10b5-1 trading plans, which reduces their signalling value considerably. Co-founder and CEO Matthew Prince holds 7.05% of shares outstanding, with a small reduction of 296,000 shares last reported as of August. Capital Research and Management Company is the largest external holder at 10.1% and added over 1.4 million shares in the most recent reporting period, while BlackRock added 504,000 shares. No 13D activist is on the register.
With 29 days until the November 5 print, the question is whether Cloudflare can deliver another beat-and-raise that justifies a stock trading above even the most bullish analyst targets on the Street.
