Ondas Inc. enters the week with the most stubborn short-side conviction in its recent history: a $165 million order haul that moved neither the short book nor the borrow market, and a stock sitting 0.9% lower on the week at $7.41.
The positioning picture has not budged in any meaningful way from last week's note, and that consistency is itself the story. Short interest rose 0.57% on the week to 64.8% of free float, one of the highest readings on Nasdaq. Availability has sat at 0% every session in the data going back weeks, meaning every share in the lending pool remains lent out. There is no slack for new shorts to enter cheaply, yet the position is still growing. Cost to borrow has continued its steady decline from above 9% in late August to 3.95% now, which reduces the carry burden for existing shorts and may partly explain why they are holding rather than covering. The ORTEX short score of 71.9, in the second percentile of its universe, reflects that combination: extreme positioning, zero availability, and a short book that does not flinch at good news.
Options positioning is marginally more call-skewed than bearish. The put/call ratio of 0.49 is slightly above its 20-day average of 0.47, with a z-score of 0.83, well short of the elevated reading that briefly appeared in late September. The PCR has drifted in a narrow band since mid-September and tells no strong directional story. If anything, options traders look less anxious than short sellers, which creates a modest internal divergence: the lending market is maximally stressed while the options market is relaxed.
The Street remains uniformly bullish, which puts analysts in direct conflict with the short book. Citizens initiated coverage this week with a Market Outperform rating and a $14 target, joining Needham at $19 and Ladenburg Thalmann at $22.75. The mean price target of $18.88 implies roughly 155% upside from current levels, a gap so wide it describes risk as much as opportunity. The bull case rests on a $757 million pro forma backlog, a systems-of-systems defense portfolio with 60%-plus of key foreign partners showing double-digit spending growth, and management's stated path to profitability in FY28. The bear case is more immediate: procurement cycles stretch revenue conversion across multiple quarters, the share count has grown more than six-fold since the start of FY25, roughly 195 million warrants remain outstanding, and GAAP gross margin fell to 43.1% from 49.2% in Q1. The EPS surprise factor score of 96 is the one number that genuinely favours the bulls, placing Ondas near the top of its universe for beating estimates. Everything else in the factor profile is a red flag: the short score ranks in the second percentile, and days-to-cover ranks in the fifteenth.
One item on the ownership register warrants attention. Joseph Popolo filed a Schedule 13D/A in June 2025, the activist designation still stands on the record even though his stake has fallen from 8.32% to 4.95%. Under SEC rules, a holder who drops below 5% may not file again, so the position could be smaller or absent entirely at this point. Separately, BlackRock built a new position to 7.2% by late July, the largest disclosed institutional stake, and State Street added 9.2 million shares through September. Vanguard, by contrast, disclosed a full exit earlier in the year. The institutional flow looks mixed: index-type buyers coming in as active managers pare back.
Earnings are scheduled for November 13, 37 days away. The last print saw the stock fall 5.4% on the day and another 14% over the following five sessions. The note to watch between now and then is whether the borrow market shows any sign of loosening, or whether order-to-revenue conversion begins to appear in guidance. Those two signals, not the order announcements themselves, are what the short book is waiting for.
